Abstract
This thesis sought to determine to what extent photogrammetry can reduce the time and resources required for property assessment when parcels are affected by expropriations linked to infrastructure projects taking the district of Ventanilla during 2025 as the case study. The work followed an applied approach with a quasi experimental design combining drone flights GIS based geoprocessing and document review. Seventeen lots in the Defensores de la Patria sector were analyzed using a DJI Phantom 4 Pro that achieved images with a resolution of 2.8 cm. Compared with traditional methods, the photogrammetric propose cut processing times by a 48.6%, and also lowered costs by a 36.2% while turning up boundary discrepancies in 14 of 17 parcels. The orthophotos and digital terrain models it produced came out highly precise and were used to map with accuracy the areas affected by expropriation while strengthening territorial planning in the process. Taken together these findings show photogrammetry does more than improve the accuracy of property analysis: it comes out cheaper and quicker in comparison to conventional techniques making it a practical option for handling expropriations in fast growing urban areas through a process that is more agile, transparent and technically grounded.
