Abstract
This research study analyzes, from both doctrinal and regulatory perspectives, the notable differences that have arisen with the application of Law No. 32069 of June 2024, which addresses the shortcomings of the previous regulations based on Law No. 30225 of 2014, regarding the development of State Procurement processes. A basic methodological study with a correlational design and quantitative approach was conducted, surveying a significant sample of 50 legal experts in public procurement. The corresponding statistical analysis of their responses yielded a Spearman's rho coefficient of 0.573, demonstrating a moderate and significant correlation between the modernization incorporated by Law No. 32069 (2024) and the observable improvement in public procurement processes. This result indicates that recent regulatory changes not only represent a formal update but are generating real and progressive transformations in the efficiency and transparency of the system. This degree of correlation allows us to affirm that the new regulations are beginning to produce concrete effects on public management, especially in the period evaluated (June 2024 – early 2025), which empirically supports the general hypothesis of the research. The Spearman correlation coefficient of 0.573 supports the general hypothesis, demonstrating that Law 32069 has driven significant improvements in public procurement management during 2024–2025. The digitization of the system, particularly through PLADICOP, has increased traceability, transparency, and efficiency, reducing the risks of corruption.
